HEC's Need-Based Scholarship covers your university fee plus Rs 6,000 a month for your whole degree. You don't apply to HEC. You apply to your own university's financial aid office, and Fall 2026 deadlines are running now.

Quick answer

  • For: undergraduates (4-5 year programmes) at participating public-sector universities.
  • Pays: university fee plus a Rs 6,000 monthly stipend for the full programme.
  • Apply at: your university's Financial Aid Office. HEC doesn't accept forms directly.
  • Not eligible: students admitted on self-finance seats.
  • Deadline: set by each university. COMSATS Lahore's was 15 October 2026.

How it works

HEC gives each participating university a budget. The university decides how many scholarships it can fund and which disciplines to include.

A committee at the university, headed by the Vice Chancellor, reviews applications and picks students on financial need. HEC pays the money through the university, never straight to students.

Once you get it, funding continues for the whole degree. For MBBS, Pharm-D and other five-year programmes, that means five years.

Who qualifies

  • You've secured admission, on merit, at a participating public university.
  • You're in an undergraduate programme. Students already enrolled can apply too.
  • Your family's financial situation shows real need. There's no national income figure on HEC's page. Each university's committee judges it.

Documents you'll usually need

Check your university's list, but expect:

  • Academic records and admission proof
  • CNICs of the student and parents, or B-Form
  • Domicile
  • Proof of income (salary slips or an affidavit)
  • Recent utility bills
  • Family details, including siblings in education

How to apply

  1. Find your university's Financial Aid Office notice. Most announce the call in September or October.
  2. Get the form from the office or download it from HEC's Need-Based Scholarship page.
  3. Fill it in honestly. Committees verify income and may visit your home.
  4. Submit it with your documents to the financial aid office before its deadline.

Missed this year's date? Many universities run another call next session, so ask your financial aid office.

Choosing where to study

If you'll need financial help, a public university is the better bet, because this scholarship doesn't cover private ones. Our guide to public vs private university admissions compares them.
